 * A California law (SB 1354), enacted in the fall of 2000, raises the ante for graduation from high school. for the first time, all 8th graders have to take algebra and beginning with the class of 2004, public school students in California will have to pass a test in the subject in order to graduate from high school. 

* Although the "Algebra Bill" requires that high school students pass an algebra test to be able to graduate, there are not enough qualified math teachers in California. 

* Algebra is a "gatekeeper" course for those who want to go on to college and especially impacts Latino, African American and rural students. 

* According to the U.S. Education Department, nationally 83 percent of students who take algebra and geometry in high school go on to college. 

* African Americans make up about 15 percent of the U.S. population. Yet, in 1995, they earned 1.8 percent of the doctorate degrees in computer science; 2.1 percent of the doctorate degrees in engineering; 1.5 percent of the doctorate degrees in the physical sciences and 0.6 percent of the doctorate degrees in mathematics.
